23.1 Repeal

Subject to the provisions of Sections 22.2 and 22.3 hereof, all prior by-laws, resolutions and other enactments of the Association inconsistent with this by-law are hereby repealed.

23.2 Exception

The provisions of Section 22.1 shall not extend to any by-law or resolution heretofore enacted for the purpose of providing to the Board the power or authority to borrow.

23.3 Proviso

Provided however that the repeal of prior by-laws, resolutions and other enactments shall not impair in any way the validity of any act or thing done pursuant to any such repealed by-law, resolution or other enactment.
